What can ISPs do about undesirable content?

Paul Esselaar was commissioned by the Internet Service Providers Association (ISPA) to write a report on the various options available to Internet Service Providers regarding undesirable content. This is a particularly relevant topic at the moment bearing in mind that there are several claims that accurate filtering of content can be done by means of technological tools. The paper investigates these tools and attempts to provide guidance for Internet Service Providers as to the way in which they should deal with undesirable content.
